ARCP Online Workshop Aimed at Harmonizing Chemical Regulations

The two-day workshop of the ASEAN Regulatory Cooperation Project or ARCP was held on September 22 and 23, 2020. The ARCP was an industry-led initiative led by the Singapore Chemical Industry Council (SCIC), Japan Chemical Industry Association (JCIA), CEFIC and the American Chemistry Council (ACC) with the support of the International Council of Chemical Association (ICCA).

The workshop includes a mix of presentation and breakout discussions. ASEAN Member States (AMS) were also reported on the regulatory development in their respective countries. Furthermore, the Philippines through the Environmental Management Bureau (EMB) was requested to share on the best practices on the chemical notification process and Pre- Manufacture and Pre-Importation Notification (PMPIN) and the Polymer and Polymer Exemption process. The breakout sessions were focused on the discussion of GHS and suggestions and recommendations for the establishment of a chemical inventory which can be used by the Vietnam government as they are developing their chemical inventory.

The Philippines delegates include Ms. Pauline Torre of the Board of Investments (BOI), Engr. Stephen Yecpot and Engr. Joel Maleon of the EMB, and Ms. Janet Marcellana, Ms. Joy Pena, Engr.
